Senior People Manager

  • 40 hours per week
  • Hybrid working – based in our Manchester office, M3, with a minimum of 1 day per week in the office
  • Responsible to: Managing Director
  • Some travel across the UK may be required

The Senior People Manager will lead the operational delivery of the People & Culture function across Omnes Healthcare, ensuring a proactive, high-quality and legally compliant HR service that supports the organisation’s strategic and operational objectives.

The role will provide leadership across People & Culture, Recruitment & Compliance, Payroll and Learning & Development, while acting as the dedicated HR Business Partner for Secondary Care and corporate services.

Working closely with Operational Directors and senior managers, the Senior People Manager will provide expert advice on employee relations, workforce planning, recruitment, organisational change, employment legislation and people management.

The role will also lead operational People projects, oversee HR systems and payroll processes, develop workforce reporting and dashboards, and drive continuous improvement across the People function.

Key Responsibilities

  • Lead the operational delivery of the People & Culture function, ensuring a professional, responsive and customer-focused HR service.
  • Provide leadership, direction and support to the People & Culture, Recruitment & Compliance, Payroll and Learning & Development teams.
  • Manage workloads, resources and team performance to ensure organisational priorities are delivered effectively.
  • Lead complex employee relations matters, including disciplinary, grievance, capability, long-term sickness, attendance and performance cases.
  • Provide expert advice to managers on UK employment legislation, HR policies and best practice.
  • Coach and support managers to build confidence and capability in people management.
  • Act as the HR Business Partner for Secondary Care, building strong relationships with Operational Directors and managers.
  • Support workforce planning, recruitment planning, employee engagement, organisational change, restructures, performance and absence management.
  • Use workforce data to identify risks, trends and opportunities and provide practical recommendations to senior leaders.
  • Provide operational oversight of recruitment activity, supporting safe staffing and organisational growth.
  • Work with hiring managers to improve recruitment timescales, reduce vacancies and enhance candidate experience.
  • Monitor agency usage and support initiatives to reduce temporary workforce expenditure.
  • Provide oversight of monthly payroll processes, ensuring accurate and timely payroll submissions.
  • Ensure contractual changes, new starters, leavers and salary changes are processed accurately and efficiently.
  • Maintain accurate and secure employee records in line with GDPR and employment legislation.
  • Lead the implementation, optimisation and development of HR systems and HRIS platforms.
  • Improve HR processes through automation, enhanced reporting and better use of technology.
  • Ensure workforce compliance with employment legislation, Right to Work, DBS requirements, professional registrations, mandatory training and safer recruitment requirements.
  • Support external inspections and audits, including CQC, and ensure workforce information is accurate and readily available.
  • Lead the review and implementation of HR policies in line with current employment legislation and organisational requirements.
  • Monitor changes in employment legislation and recommend appropriate updates to policies and procedures.
  • Oversee corporate induction, mandatory training compliance, management development and leadership programmes.
  • Support managers with learning and development requirements and succession planning.
  • Produce and present regular workforce reports and dashboards for the Managing Director and Operational Directors.
  • Monitor key workforce measures including recruitment, turnover, absence, compliance, employee relations, mandatory training, vacancies, agency spend and diversity.
  • Represent the People Team at operational, workforce planning, quality and governance, recruitment and senior management meetings.
  • Build strong relationships across Primary Care, Secondary Care and Corporate Services.
  • Lead and develop the People Team, creating a culture of accountability, collaboration, wellbeing and continuous improvement.
  • Undertake regular supervision and one-to-one meetings and support the professional development of team members.
  • Any other duties/responsibilities as delegated by the Managing Director or Management Team to support the function and development of the service.

Role Requirements

  • CIPD Level 5 qualified, or equivalent HR experience.
  • Significant experience leading an HR operational function.
  • Proven experience managing and developing HR teams.
  • Extensive employee relations experience, ideally within a healthcare or clinical environment.
  • Strong knowledge of UK employment legislation and HR best practice.
  • Experience providing HR Business Partnering support to senior leaders.
  • Experience of payroll oversight and HR administration.
  • Experience managing recruitment functions and workforce planning.
  • Experience implementing, managing or optimising HR systems/HRIS.
  • Experience producing workforce reports, dashboards and KPIs.
  • Strong analytical skills with the ability to interpret workforce data and make operational recommendations.
  • Experience supporting organisational change, restructures and consultations.
  • Familiarity with clinical environments and clinical staffing structures.
  • Excellent stakeholder management and relationship-building skills.
  • Excellent communication, presentation and interpersonal skills.
  • Strong leadership and people management skills.
  • Highly organised with the ability to manage competing priorities and work effectively under pressure.
  • Ability to influence, coach and support managers at all levels.
  • Good Microsoft Office skills.
  • Flexible approach with the ability to travel across the UK when required.
