The Recruitment and Compliance Team Leader plays a pivotal role in overseeing the recruitment strategy, compliance framework, and systems management within the organisation.
The Recruitment and Compliance Team Leader is responsible for ensuring that all recruitment and compliance activities comply with internal policies, industry regulations, and legal requirements.
The role includes leadership of a team focused on operational efficiency, risk mitigation, compliance auditing, and continuous improvement in recruitment and compliance processes.
The Team Leader will drive performance metrics and ensure adherence to a high recruitment, retention and compliance rates across all services.
Key Responsibilities:
- Serve as the key point of contact for all queries from candidates and line managers, providing timely and effective support.
- Lead, mentor, and develop a high-performing team of recruitment and compliance professionals to meet departmental and organisational objectives.
- Build and nurture strong relationships with key internal stakeholders to understand recruitment needs and ensure that compliance processes are fully integrated and supportive of business goals.
- Work collaboratively with senior leadership to ensure that the onboarding process is robust, effective, and supports the retention of top talent.
- Ensure new hires are fully inducted and compliant with internal policies, including contract management, background checks, and training.
- Maintain up-to-date knowledge of regulatory compliance requirements, including those from the Government, Home Office, NHS Employers, and CQC.
- Adjust recruitment and compliance processes to ensure consistent alignment with evolving regulations.
- Oversee the effective use of recruitment and compliance systems, ensuring the Applicant Tracking System (ATS) is consistently updated, job postings are current, and recruitment processes are tracked with precision.
- Generate and analyse regular reports on key recruitment metrics, including establishment data, hire rates, vacancy rates, and time to hire, ensuring actionable insights for continuous process optimisation.
- Manage the recruitment budget by ensuring cost-effective recruitment and compliance practices while maintaining quality and compliance, looking for areas of cost improvement and savings
- Minimise the use of temporary staff and recruitment fees
- Conduct regular compliance audits to monitor the accuracy and completeness of staff documentation, certifications, and training.
- Foster a culture of continuous improvement, ensuring recruitment and compliance strategies are aligned with both internal best practices and external regulatory standards.
- Lead the development and execution of recruitment strategies to attract high-quality candidates across all departments, ensuring alignment with the company’s needs and culture.
- Champion diversity and inclusion in all recruitment practices, ensuring strategies are designed to meet the company’s diversity and inclusion goals.
- Promote the effective use of available recruitment tools such as LinkedIn, Indeed, and others to enhance candidate sourcing and engagement.
- Maintain and update key recruitment and compliance metrics, providing senior management with regular insights into recruitment performance, staff compliance, and departmental progress against goals.
- Manage relationships and terms with external recruitment agencies and third-party suppliers, ensuring they meet compliance standards and contribute to the recruitment process in a cost-efficient manner.
- In the absence of the Head of People and Culture, deputise as required, ensuring the smooth continuation of recruitment and compliance activities.
- Responsible for the allocation and management of sponsorship licences via the Home Office portal, ensuring compliance with immigration regulations. Ensure all leavers and starters are reported in line with requirements.
- Oversee and manage 1:1 holiday arrangements for the team, ensuring adequate cover during periods of absence and no disruption to operations.
- Manage all recruitment-related invoices, ensuring accuracy
Qualifications:
- A minimum of 5 years in recruitment, compliance, or human resources, with proven expertise in driving recruitment and compliance strategies.
- Expertise in compliance tracking tools, Applicant Tracking Systems (ATS), and recruitment management software.
- In-depth understanding of recruitment and compliance standards, particularly related to ongoing employee compliance and regulatory frameworks.
- Exceptional communication, interpersonal, and organisational skills, with the ability to engage with all levels of the organisation and external stakeholders.
- Strong problem-solving abilities, particularly in resolving conflicts and addressing sensitive situations.
- Proven ability to generate and analyse recruitment reports, ensuring the strategic use of data to optimise recruitment practices and ensure compliance.
